I've trying to remove a lost key from the programming of my 2004 (post facelift) P12, F9Q.

Following instructions in the FSM this is what I do:

1) Ensure all the doors have been unlocked

2) Turn the ignition switch from Position 0 to ON 6 times within 10 seconds.

3) Then turn ignition switch to OFF position. Leave key in ignition switch.

4) After 2 seconds, the system will enter programming mode and will flash the warning lights twice.

Here it's failing - the lights doesn't flash.

As the F9Q tends to be different from the other P12s in several aspects, and the FSM frequently don't mention how the F9Q is different, I'm wondering; Is there any other way to do key programming (without consult II) on the F9Q?

Like you say the F9Q is different and as you say, you only have the one key at the moment and it is working perfectly well, so after unlocking all the doors with it, the process ought to work
 
Try this process taken from out of the  'how to' section:
 
 
Here is another set of instructions for the P12, which have been confirmed today (thanks to MasterRS):

Turn ignition on
put key in
while key is in on position
press middle button (Audio Button) 5 times
then super unlock 5 times
then turn key from on to off position 6 times
then remove key..press lock fob key 6 times
then press unlock fob key 6 times..
your car will flash and lights come inside and out and it''ll manual override any errors and resync..
if you have no luck then try
 
And the P12 instructions (confirmed by 2 of our P12 members who have used and got them to work):
 
You can program a maximum of 4 P12 key fobs as follows:

Obtain all remote controls

Switch ignition ON and OFF 6 times within 10 seconds

After 2 seconds indicators will flash twice. Programming mode will be activated. Proceed as follows:

Press & hold unlock button

Press lock button 3 times

Release unlock button

Indicators will flash once to confirm correct programming

Repeat above procedure to program any remaining remote controls

After fourth key is programmed, indicators flash 3 times to confirm correct programming

Switch ignition ON

Indicators flash twice if 1-3 keys have been programmed

Indicators DO NOT flash if 4 keys have been programmed

Programming mode de-activated

Check operation of all programmed remote controls

Thanks. Just to make sure I don't misunderstand

1) Turn ignition on
2) put key in
Those two should be the other way around, right? Unless I misunderstand something.

while key is in on position
3) press middle button (Audio Button) 5 times
Is that the radio on / volume knob?

4) then super unlock 5 times
What is a super unlock?

I finally figured this out. The instructions in first post of this thread is the correct way. My issue was that I failed to follow the instructions! When instructions says turn key from off to on 6 times, I turned the key from position 1 to 3 to 1 to 3.... And I left the key in position 1. The correct way was to turn the key from position 1 to 3 to 2 to 3 to 2 to 3... and leave the key in position 2. When realizing that, the rest of the programming was easy.

There's an undocumented gotcha for the original instructions - the car MUST be completely unlocked for the procedure to work.

If you only unlocked the driver's door you'll get the results described.
