There is an adjustment screw under the handbrake handle you will need to remove the centre console. Difficulty if you need to replace the cable will be the condition that the fixings are in.

Not sure this applies to the p12's but are the pads seated correctly in the caliper? Sometimes there's a pin on the caliper piston and the pads have a groove which should sit in line with it ,if they not, then the pads will not sit correctly hence no contact to the discs when applying the handbrake..If ok then yeah it's cable and it's probs seized solid or stretched.Best replacing both sides in either case imo.Cable is held to the caliper with a hook but before you can unhook it you need to remove the clip for the cable to axel(make sure the handbrake is off also)remove any fixing's 10mm there may be and depending on how strong you are might have to also need to remove the caliper (leave brake hose connected)to give some extra slack then you may need to remove the heat shield (again depending on how p12's are) to disconnect the rear side handbrake cable from the main one by undoing the nut tension at the equaliser bracket. You'll see both rear's joining into one etc. This may be possible from inside though under the console area as i'am only going by how I've done it on other cars.

And yes fixings may well be rusty.
